The installer rights part is referencing the the special permission “Install unknown apps” which allows any app to install apk files. So if you download apks from APK Mirror you might give rights to your browser app (or the APK Mirror app) so it can be installed on your device. I can totally see some less credible apps attempt to take advantage of this ruling to trick people into granting their app this permission so it can secretly download and install nefarious software in the background.
